Ocean Beach Police Reform Survey
New York State Guidance for Police Reform
OCEAN BEACH POLICE REFORM SURVEY
In June 2020, Governor Cuomo issued an Executive Order to 500 jurisdictions with police departments that include new guidance for the New York State Police Reform and Reinvention Collaborative. The Ocean Beach Police Department is included in the Governor’s order. Following the killing of George Floyd, the Governor proposed the “Say Their Name” Reform agenda to reduce inequality and reimagine the state’s Criminal Justice System. The order takes into account an ongoing pattern of excessive force against minority communities across the nation. The reforms include the following:
· Allowing for transparency of prior records of law enforcement officers by repealing 50-a of the Civil Rights Law;
· Banning chokeholds by law enforcement officers;
· Prohibiting false race-based 911 reports; and
· Designating the Attorney General as an independent prosecutor for matters relating to civilian deaths.
All localities must adopt a plan by April 1, 2021. In Ocean Beach, a Committee of citizens and law enforcement representatives has been formed which held its initial meeting on February 9, 2021. In order to facilitate the committee’s deliberations and to ensure that those deliberations reflect the opinions of Ocean Beach stakeholders, you are being asked to complete the following “Confidential and Anonymous” survey and return it no later than March 13, 2020. A Zoom meeting has been scheduled to further invite Public Comment on Saturday, February 20, at noon. We look forward to receiving your completed survey.
