What is NYCOM and What Does It Do for New York Villages?

The New York Conference of Mayors and Municipal Officials (NYCOM) is a non-profit organization that represents villages, cities, and other local governments throughout New York State. Founded in 1910, NYCOM serves as a unified voice for municipalities and works to promote strong, effective, and responsive local government.

For New York villages, NYCOM provides:

  • Legislative Advocacy – Represents municipal interests before the New York State Legislature, Governor, and state agencies on issues affecting local governments, including infrastructure, public safety, taxation, environmental regulations, and local control.

  • Legal and Technical Assistance – Offers guidance and support to village officials on municipal laws, regulations, policies, and day-to-day operational matters.

  • Training and Education – Provides conferences, workshops, webinars, and publications to help elected officials and municipal employees stay informed about changing laws, best practices, and emerging issues.

  • Research and Information Resources – Develops reports, policy analyses, and reference materials that assist local officials in making informed decisions for their communities.

  • Networking and Collaboration – Creates opportunities for municipal leaders across New York to share ideas, experiences, and solutions to common challenges.

Through advocacy, education, and professional support, NYCOM helps New York villages operate efficiently, comply with state requirements, and effectively serve their residents.

Do they provide or oversee legislation?

NYCOM does not create, enact, or oversee legislation. That authority belongs to the New York State Legislature, the Governor, and, at the local level, village boards and other governing bodies.

NYCOM's role is to:

  • Monitor proposed legislation that may affect municipalities.

  • Advocate on behalf of villages and cities by supporting, opposing, or recommending changes to legislation.

  • Provide information and analysis to local officials regarding new laws and regulations.

  • Offer guidance and training to help municipalities understand and comply with enacted legislation.

  • Represent municipal interests before state lawmakers and agencies.

A simple way to describe NYCOM is:

NYCOM is an advocacy and support organization for New York municipalities. It does not make laws or oversee local governments, but instead represents municipal interests, provides education and guidance, and keeps local officials informed about legislative and regulatory developments that affect their communities.
